Keep (add if not existing) xmlns attribute for generated SVG images (#23410) 
Fix #23409 

Developers could browse & preview the local SVG images files directly.

It still has clear output.

Update JS dependencies (#22538) 
- Update all JS dependencies
- Add new eslint rules
- Rebuild SVGs
- Tested citation and build

SVG changes are because of https://github.com/primer/octicons/pull/883.

Update JS dependencies (#16708) 
* Update JS dependencies

- Update all JS dependencies
- Adapt to recent webpack changes
- Add new lint rules and fix issues
- Regenerate SVGs and update svgo api usage
