Refactor more code in templates (#29236)

Follow #29165.

* Introduce JSONTemplate to help to render JSON templates
* Introduce JSEscapeSafe for templates. Now only use `{{ ... |
JSEscape}}` instead of `{{ ... | JSEscape | Safe}}`
* Simplify "UserLocationMapURL" useage
