Support custom ACME provider (#18340)

* Added ACMECAURL option to support custom ACME provider. Closes #18306
* Refactor setting.go https settings, renamed options and variables, and documented app.example.ini
* Refactored runLetsEncrypt to runACME
* Improved documentation
